Fujian Provincial Government's building

  Following the relocation of the Republic of China government in August 1949, the provincial government of Fujian moved to Kinmen and commenced local administration in the county jurisdictions of Putian, Lienchiang, Luoyuan, and Zhangle, and temporarily amalgamated the jurisdiction of Wuqiu district (Putian County) under Kinmen County, and the jurisdiction of Dongyin island and Xiyin island (Luoyuan County), and Dongju island and Xiju island (Zhangle County) under Lienchiang County.

  To accommodate wartime needs, the central government unified military and political command by implementing the Experimental War Zone Administrative Policies in Kinmen and Matsu in July 1956. The provincial government was relocated to Taiwan, and was responsible for deliberating and analyzing issues concerning the recovery and reconstruction of the Fujian area, the radio broadcasting toward the area, liaison with the overseas Min population, reserves training, and the general provincial administration of the non-combat zone.

  The Kinmen/Matsu War Zone administration came to an end by November 7, 1992. And local autonomy, including the returning to constitutional democracy of the Kinmen County and Lienchiang County, was implemented. The provincial government was ordered to relocate from Xindian, Taipei, back to Kinmen on January 15, 1996.

Visions and Ideas

【Building Kinmen/Matsu and Creating Peace】

      Strengthen infrastructure and boost economy; enhance bilateral exchange and create peace.

I.Carry out welfare and economic growth to solidify the foundation for sustainable development 

   Assist Kinmen county and Lichiang County to establish infrastructures like transportation, healthcare, education and culture, primary sector, and utility facilities.

II.Develop economy and trade to raise standard of living 

   Develop tourism industry to prosper local economy, to promote industry culture and the upgrade / transformation of primary sector, to create employment opportunity, to raise standard of living, and to narrow the gap between the offshore islands and Taiwan proper.

III.Consolidate the healthcare system to improve health level

   Assist the consolidation of the healthcare system to raise healthcare quality on the offshore island.

IV.Strengthen ecology conservation by building the 「Green Park on the Sea」

   Strengthen ecology conservation by planting trees, greening environment, building zero-pollution homes, and sustaining the 「Green Park on the Sea.」

V.Promote cross-strait traffic to enhance the livelihood of local people

   Advance the normalization of the Three-mini-links through loosening regulations, reducing limitations, and simplifying procedures in order to enhance the livelihood of the local people.

VI.End cross-strait adversaries and create peace zone

   Enable Kinmen and Matsu to be the buffer zone for ending cross-strait adversaries; enhance exchange and mutual understanding so that the two island groups can contribute to cross-strait peace.
